FTE

FTE—Full-Time Equivalent—is a normalized unit of staffing capacity. One FTE represents the working capacity of one full-time person during a defined period.

Two half-time contributors may represent one FTE, while a team of ten people may provide less than ten effective FTEs to a project after accounting for support duties, leave, onboarding, and shared responsibilities.

Uses

FTE is used for workforce planning, budgeting, portfolio allocation, vendor comparisons, and capacity discussions.

What it does not measure

FTE is not a direct measure of output, productivity, expertise, or delivery speed. Software work is constrained by dependencies, coordination, domain knowledge, system quality, and the shape of the work—not only by staffing quantity.

Common mistakes

• Treating people as interchangeable capacity units.
• Assuming work scales linearly when FTE increases.
• Ignoring part-time allocation and operational responsibilities.
• Confusing headcount with effective project capacity.
